Wifi Calling is for making calls through wifi (and not through cellular). I'm not sure how that relates to Wifi Assist and Safari... Were you having cals being dropped when you were using the Wifi Calling feature?
The whole reason why Wifi Calling even exists is so that you can make phone calls when your cellular network is weak and you have wifi available.
Have you updated to 9.0.2 yet?
