The books are hard coded at the point of download, either directly from the cloud onto your kindle or if you download via Amazzon's manage your content and devices page, where you have to select the specific kindle you are downloading the book for. The only way you can read the same book on all your devices is to download it via the Amazon Cloud directly to each device, which is what Amazon expect you to do. If the book is not in your cloud you should locate the order on your account and then ring Amazon customer services and ask them where it is.
