Well I might have had the issue with iOS 8 too but just didn't notice until I upgraded to iOS 9. Really bad on 9.0.1. I hope it is a FW glitch and not bad accelerometers. It seems better on 9.0.2, but I just upgraded this morning so I will need to see how well it works as time goes by.

Cool! I just tried it after reading your comment and upgrading to 9.0.2. Hotspot connections work again! I guess they fixed the FW glitch in this update. I easily and quickly connected to my iPhone 6+ hotspot with my MacBook Pro and my iPad Mini Retina. It always takes Apple a few updates to get the bugs worked out. Glad they are working on squashing the bugs.
