Unless you have picked some very unusual type of service (such as by sea), that custom's clearance delay will be handled as part of their already high prices.
If your talking about custom's clearance in the originating country, that is just an euphemism for a slow and lazy shipping agent.
It includes the time the package takes to reach the dhl pickup point.
Once dhl gets their hands on it, it will start to move. I normally get next day service across ten time zones.
