Did you try to sync via wifi? This should update the FW to 3.18.0 (execept your affiliate is RakutenBooks, or maybe some other that I do not know). If this does not work, factory reset your device, and then install 3.18.0.
My Touch also had problems connecting to the pc under FW 3.16.0, it always rebooted (because of sickel).
