You need a UK address loaded in your account. Then you can set that address as your kindle address and Amazon will ask you if you want to switch to the UK Site. You then buy the book and switch back to the U.S. The book stay on your account and comes with you.

It's not really allowed and i don't do it anymore (I did it years ago) but most people get away with it if they are quick and don't linger in the 'wrong' site
