Except of course, they aren't inconsistent. Or at least not in the way I think you are saying.
The first is the name of the preference. The second is the name of a button. It is an instruction of what to do now and is correct in that place. There is no inconsistency between these two as they are describing different actions. The third come from the info on the new feature. It's an error. I'm pretty sure Kovid typed that from memory and got it wrong.
That error demonstrates the possible inconsistency. If you look at the preferences dialog most of the preferences that are similar to the one for downloading metadata are express in that way. "Adding books" or "Saving books to disk". These read like "preferences when adding books". I would read the metadata one as "Metadata download preferences". It would probably read a little better on the preferences dialog if this was "Downloading metadata".
