A couple more tries and I got the book in my cart with the promo code applied, but it didn't work. I copied the code from the URL like you did (thanks), applied it, and finally got the book in my geo-restricted state. This promo has bugs that need to be worked out.

Update: after checking my purchase history, it turns out that I was charged $26+ for the book. Back to CS again to get the charge reversed. They returned the book and had me repeat the purchase again. After several attempts to get the promo code applied, I was finally able to get the book for free.
What a pain!
