Yes it is created by the Kobo device, although ADE will use it too.

The .kobo directory is where most of the device's data is stored, including books synced from Kobo's servers, and the main database containing the metadata for all books including sideloaded books. All devices should have this directory, if not then something is badly wrong.

The .kobo-images directory is where cover images and thumbnails are stored. All devices should have this directory too, unless they are running an old firmware version.

The .adobe-digital-editions directory is created by ADE if you authorise the device for Adobe DRM.
