@Gene45 - maybe Windows 'thinks' calibre is already installed and its looking to remove the calibre startup folder before creating a new one.

Before doing anything I suggest you take a system restore point see, Create a restore point

If anything goes wrong you can restore to this state, see Restore system files and settings

First, try running a lightweight registry cleaner, I suggest Piriform Ccleaner. Then try the install again

If that doesn't fix it try this

Start the install, after ticking the agree to license box, go into Advanced, viz:

Accept the install location. Then in the next popup turn off start menu, viz:

I would try these before AnotherCat's suggestion to modify permissions of C:\ProgramData\Microsoft\Windows\Start Menu.

The first one will get rid of registry cruft - including invalid locations - which is no bad thing, and it shouldn't do any harm. The second one is calibre specific.

IMO it's better to avoid changing security settings on system owned folders such as the Start Menu folder because the changes will apply to all applications that use the folder.

If something works let us know which one.

Added : Ah, just saw your post re portable. You really shouldn't need to be doing anything as Admin. Seems to me you have a badly configured or corrupt Windows install.
