That is not the UAC popup.
That is an error because UAC did not authorize a system level change.
UAC normally causes the screen to go Grey with a Yellow warning box in the center.
UAC has been present since Vista AND PREVENTS FLYBY (malware) INSTALLS. The user must approve any system level changes.
Some folk, IMHO mistakenly defeat this safety step to avoid having to approve an installation. It is their foot (and data)
