There are other reasons one might be reading out in the weather.

Military personnel live and work out of doors much of the time.

In construction or the related trades materials can be defective or not shipped on time. The crew gets to a point on a job and some critical item is missing or defective. You can't do nothing, the job is on a schedule. In that instance you may send a truck to pick up material for something you can do from a local supplier and send a van back to the shop to exchange special tools you have for others you will need instead. Since this doesn't take the whole crew, several people are often left waiting for a few hours in a building that probably doesn't have plumbing or power yet.

When that was me left in a cold building on a frozen February day, I read.
