The file it says I need permission for does not exist.

I carried a 2.38 that I had used previously on a win 7 machine successfully, to the win 8.1 machine and got the same failure.

Is there something special about 8.1 and calibre?
Something is blocking the creation of the start menu entry (assumes you have told UAC to allow).
