I haven' seen any "official" standard. I have seen what some book listers like to promote:

Author Last, First - Seriesname # - Title

e.g. "Card, Orson Scott - Ender 01 - Ender's Game.epub"

I'm sure that could be easily adapted to magazines. The key is to be consistent. Filenames can easily be updated with a basic script if the pattern is consistent.
