Snowbooks is a "feisty, award-winning independent book publisher" in the UK. Unfortunately, they don't seem to normally produce ebooks, but they have a short story, The Shattered Teacup by George Mann, and a novel, Underlife by Robert Finn, for download from their home page. Underlife is under a Creative Commons licence.
