Which ToC do you mean?

The semantic ToC -- displays in sidebars, GoTo menus, etc. -- you have no control. The reader device/app is in charge of determining how and where it looks and appears.
The HTML ToC -- just a page in the book, you can autobuild it from the semantic ToC, it can be styled however you like just like any other part of the book. You can also reorder the HTML pages to change where it shows up while paging through the book.
