I need to switch over to the iCloud, just haven't taken the time. HDD backups are terrible.

I used iTunes with a wired connection to update to 9. It paused/froze for about 20 minutes at one point making me think it had failed, but then it finally started moving again and got the update finished. I think like you said it was just Apple's notoriously slow servers being pushed beyond the limit.
I'm going to wait until I hear other people using iOS9 on the original iPad Mini Retina before I even try to install it on mine. I'm worried the older device might slow down too much. I also want to test it out on my iPhone 6+ and get to know all about it first. So far so good, no glaring issues...
