It isn't clear that Android can connect to an ad-hoc network without rooting. However, you gave me an idea for another method that is really easy as long as you have a device with a cellular connection. Just set up tethering and voila, all the devices can see each other. The traffic between devices doesn't go out through the cellular connection so it doesn't affect metered data plans.
