I think it varies greatly for different people. Personally, I find that looking at the iPad or PC for 20 minutes before bed has a massive effect on my ability to get to sleep. On any 2 comparable nights when I am on the verge of falling asleep before going to bed - on one without looking at a screen I will fall asleep straight away, on another when I spend 20 minutes on the iPad I can take over an hour to get to sleep.

It probably also depends on the spectrum of the light you are in for the hours before going to sleep. Consumer lightbulbs can have very different spectrums, and most TV default settings are very blue in order to get that 'Persil Whites' (which is actually blue) effect. I only have bulbs that have the orange glow of incandescent bulbs (surprisingly difficult to find in LED) and my TV is properly set up so it is not blue.

I would be more interested to see the figures from the research that shows the variation between people and how low light levels for shorter periods affect those who are more sensitive to it. A simple headline average could hide a lot of variation and significant effect for some people.
