you can not write/draw with Surface pro pen on a SP3 when the nib is not touching the glass. It does have "hover" as a feature that shows a small cursor so you can see where it's pointing. this is for selecting items in a drop down menu etc. i've never seen skipping issues but if there was some damage to the nib (certainly possible on demo devices at Costco... sigh

...) it could cause irregularities if the damage interfered with the pressure sensitivity.
