No, I believe it happens each time a recipe job gets started. There are no provisions for patching the installation, and it isn't in the user cache. Besides, if people don't use recipes why check for updates?

And as The Man said, linking the fix is just his (terse) way of saying "I've fixed this issue, and here is a link to prove it/show you what changed".

The customized version gets used. You will need to manually update your customized recipe if it gets updated in source.
