Perhaps if you read the (250 page!!) usb charging specifications, you'd know why.
To save you some time, I'll summarize my guess from the portion of the spec I've read so far.
When you plug in a usb charger, you can have a dumb charger or a smart charger. If it is a smart charger, it negotiates with the device what the power supply current and voltage will be. If the device is using an older version of the charging spec than the charger, it might not know if it is negotiating with a smart charger or a computer, but it will still work.
