I just placed an order on an item not sold by Amazon and got the credit this time. I went back and checked the item I had previously ordered but got no credit offer and it now qualifies for the credit. I think that item had just changed to be Prime eligible when I bought it a few weeks ago so maybe it was just a delay in the proper database being updated.
