"They can't read kindle format" -- just pointing out that "kindle format" as such need not be converted to MOBI.
AZW3 specifically, does need to be converted... although you might as well convert to EPUB while you are at it.
Many books still download as MOBI. Some are older books that were never updated for AZW3. I think there is also a weird meme going around the self-pubbing industry that the best way to upload a book at KDP is to convert your carefully designed EPUB into old MOBI using calibre, then upload that.
