In this order, try:

Try zeroing the restart counter
Erase all in /var/local/*
Try the do factory restore thing

#3 will also do #2 - so doing just #2 might save you from losing things in the USB user storage.

But...

It might be something in USB user storage causing the problem, in that case you may have to use #3.

Please report your results.
