That happens because CC waits for a time after installation to be sure that the Google Play license servers have been updated.

On either device, can you launch the Play store and then see that you have purchased CC, without having to supply an email address or password during the process? In other words, have you set up a Google "account" for the Play store to use, and is that account the one you used to pay for CC? If you can then the problem will be somehow caused by the Google Play services (not part of CC) not being able to connect to the license servers.

Another possible cause: if you are downloading the APK from anywhere other than the Google Play store then the "package key" in the APK might have been changed. In this case licensing will never succeed.

The actual license check takes place in Google's code, not CC's. If in the end CC cannot validate its license then we can give you a refund.
