I'd actually tentatively recommend Gotham Central out of the DC sale lot. While I've only read a few scattered issues/arcs of it, I recall it had some pretty solid and fairly well done police procedural-type costumed-crime-coping storytelling from Brubaker and Rucka, who were fairly good at doing that sort of thing back in the day (I used to get other independent graphic novels that Brubaker had done on the strength of his writing in the crime/suspense subgenre, and ISTR what I read of Rucka's solo run on the main Batbooks was also generally fairly good).

That said, there are a lot of issues that might become cheaper if the collections go on sale, and it's older stuff which probably isn't urgent to get unless you really love the character of Renee Montoya and want to see more of her pre-52 backstory (apparently a lot of what happened in the GC series was a direct buildup to her story-arc in the 52 maxiseries and significantly influenced her character direction), or just enjoy police procedurals* set in a street-level superhero world.

* And if you really wanted to see superhero police work, Alan Moore's Top 10 might be a better bet, unless you were really attached to the notion of seeing Batfamily stuff centred around how the non-powered peripheral support team goes about doing things.
