I know of two reasons that prevent CC from verifying your license.

1) The google user id (email address) used to purchase CC is not the same as the id given to the Play Store on the device.

2) "Google Services" on the device cannot connect to the Google servers.

The second has many sub-causes. Some are:
1) A firewall on the device is preventing Google Services from connecting.
2) The wifi network is not connected to the internet.
3) The device cannot connect to the internet.
4) Google Services cannot connect to the internet.
5) The device is running a very old version of Google Services. This can happen if the Play Store was added to the device by the user, not the manufacturer.
