Amazon needs to push it, otherwise all Kindles would pull it at once, and we know they are staggered.
I *think* I have heard anecdotes where unregistered devices were updated, though I cannot be sure.
It is possible Amazon pushes updates to the account...
...but I would think it more likely it is pushed to the device PID (serial number).
