OK - thanks for the picture, I can see what you have in mind now.

My idea, which I am still working on, is a tiny square of Pyralux, etched in a similar pattern, with holes that line up with the solder dots.
Like your idea, it separates the positioning of the connections from the actual connection making.

(And large places to connect wires and/or provide them with the wires attached).
