I assume that you have a calibre library on an SD card and that you are trying to use the "Library on device" cloud provider.

It is a bug that CC asks for a wifi connection before allowing the local library connection to run. Unfortunately fixing it isn't straight forward, but I will work on it.

You can work around the problem by checking the "Allow connecting using 3G" box in the cloud connection settings. If that box is checked then CC does not check for networking until it needs it, which it won't if you are using the local provider.
