That's good news. I don't think it was by design; I think it was more likely an issue with particular configurations or something slowing down certain types of things (extension code) on load (maybe Defender involved?).

Speaking of Firefox, the latest version added a setting that hijacks Windows search so that it will use whatever is set to default in Firefox. Cortana can now Google.
