@SusieQ100 - if you don't want any tags downloaded then :

You can also restrict what metadata gets downloaded from which sites - e.g. some people only download 'Tags ' from Goodreads.

You can remove a Tag from all books that have it, via the Tag Browser right click Delete Tag... options.

And you can remove, merge, and correct Tags via the Alter Tag Browser->Manage authors...->Manage Tags feature -- IMO this is the best way to do a major tidy up of Tags and other categories.
