Because the iOS reader applications and Marvin XD plugins do not work on iOS8.3 and above. Another iOS update is not going to fix that, if anything, much the reverse!
Apple has deliberately locked down certain storage areas that the plugins need, which is arguably a good thing in the name of
security. Or so they say.
