I found this filter after I had nuked my upgrade and did a clean install from MS provided installation media. I did not verify if there was an epub filter after the upgrade.
If you read my original post again, I have indicated where the filter is. I did not install any filter as far as I know, unless some other program I use, did it.
I have not used the nirsoft tool to see what is available. I have only used indexing options in control panel of windows 10.

When I go into the indexing options and change the epub filter to also index contents, it says: plain text filter.
Having been on the road the past few weeks and hence not used my computer, I have now seen that my indexing has not finished yet. However, with the few tests I have done of text inside epubs, it "seems" to work.
But having read your post, I will now do some more testing to see what happens and what the search finds, especially after the indexing has finished. I do hope it works and it is not as you describe.
Once I have done that, I'll report back.
