My thoughts:
I think it can but it would not be able to update and of course it has to be 'registered' but if the machine is purchased with Win 10 on it you might be able to skip that....not certain though because every new machine I've purchased has 'required' me to register/activate it. Perhaps that could be done with a connection available and then nothing required beyond that.
You'd probably want to have it set to 'Never check for updates' as well or errors might pop up.
