I do not know why it is like that but I assume that one reason is that the iso on media that one may burn now using the Tool, will still be in your possession after the 1 years free upgrade offer ends.

You download the version of Windows 10 you need to a USB memory stick and then you boot into the Windows your computer is running. You then run the install from there. You do not need a key. You only need a key if you boot from the USB. Then you'd need to enter a key.
