TOR.COM is an entirely separate MacMillan operation that (supposedly) has nothing to do with Tor.

As for the Randy Penguin, the last I heard they were publishing 17,000 titles in 2014.
Which is about half the output of the 5 BPHs.
The total US output in 2013 was well over 300,000K
