It might be better to just skip BR and use NiLuJe's toolchain to build Busybox directly (as it where, without the "help" of a build system other than its own).
Just listed all the files there and the only ones bearing "swap" in their names are:

No swapon, swapoff, nor mkswap. It's not present even in NuLuJe's kindle-usbnetwork-0.55.N which has a portion of Busybox.
