So this is how I think a fair solution would be implemented under what you describe. Yes, the three tied for 6th place would fill three of the five remaining spots each having received more votes than the ties in the 7th place. Then the two remaining places would be filled from a runoff between the 7th place group, the top two in votes there filling the last two slots. There are so many possible combinations that could occur with 30 categories though that I think that we will need WTSharpe to decide how it will proceed.
