Yes, when I go to the amazon.com links I see a price of 4.38 versus the amazon.ca link prices of $CDN 4.99 (which should convert to $US 3.79 at the current 0.79 exchange rate). The Kobo Canada prices are also $CDN 4.99, which is a substantial discount from $12-$14.
It seems rather unusual to see a book discounted in Canada that is not being simultaneously discounted in the US. My experience is that books are rarely discounted in Canada; when they are, I usually expect them to be discounted in the US and elsewhere.
