None of the referenced procedure touches /var/local - -
These problems could be caused by some file mis-match in /var/local between versions.
Still, perhaps doing this reset to factory defaults might be the best way to fix /var/local.

But in that case, the user is going to lose some bookmarks (or something else) if /var/local gets wiped and re-built.
(The original downgrade post specifically said they wanted to keep their user's settings.)
