PDF certainly isn't "outmoded" for the purpose it was designed for, which is to be a digital representation of a printed page. The issues occur when it's used for tasks it was never intended for - eg as a reflowable format. I read a lot of:

1. Academic journal articles.
2. Page-scanned books which are long out of print.

Both of these are perfect uses for PDF.
