They just offer the subscriptions as an option which makes sense for some businesses because those are floating licenses, not device-locked like the traditional disk-based licenses.
Depending on circumstances, subscriptions can be a better choice than owning. A lot like with Ebooks or movies.

Not to mention the accounting for the software. If you buy the version, it gets accounted for as a capital expense and has to be depreciated over several years (provided it's above the capital cut-off limit in your country). If you get a subscription, you can write it off as pay for it.
