Yes, the Start Menu is easy to use and in my view is a major improvement over that in Windows 7.

As far as using "Use Start Full Screen" instead is concerned it probably gets down to how many Tiles one has. For us it is useful that "Full Screen" has far more real estate than non Full Screen, especially if one has some non small tiles (for ease of identification) so the need to scroll is far less.

Also, for us, that is even more so if one likes the Groups of tiles one sets up with the equivalent of "whitespace" around them for clearer grouping.
