yes. jumper tx to rx on chip and tested it by usb to ttl test program and when i gave 3v3 to pin 4 everything were OK and both tx and rx leds flashed(all level passed) but when i gave 1v8 this is result :

i set all setting for serial setup as you said.
no . my adapter don't require DTR & CTS.
