Recheck your connections:

Tx -> Rx
Rx -> Tx
Gnd -> Gnd
tp1706 -> pin 4

Recheck your computer / adapter setup:

Jumper Tx -> Rx
Can you receive what you are sending?
If not, check if your adapter requires DTR, CTS and if it does, jumper them active (the adapter docs should show you how).

Recheck your terminal setup:
115200, 8 bits, 1 stop bit, no parity, no software flow control, no hardware flow control, no DTR, no CTS, no RI, no local echo.

You **must** be able to receive what you send when you have the adapter's Tx jumpered to Rx !!!
Keep looking for things I didn't think of above until you do.
