On android I use xodo for PDF annotations. In general I am a Onenote heavy user.

Right now I am working more with my Lenovo yoga tablet (which has the excellent anypen feature) and my ipad (with onenote and goodnotes and a jot script pen), because those are the 2 I took with me. From October till June I switch between windows and android depending on my classes.

There is no way I could work with a capacitive stylus, they are no good for writing and I need to hand write a lot. But that's just me.

Re BT pen for the ipad: both the Bamboo Fineline and the Jot Script work very well for handwriting.
