(driver) Settings!

The driver sets both the allowed formats, AND the preferred format when more than one are present.

Sounds like Mobi was not enabled for that device (driver).
AZW3 being a more preferred format for newer Kindles.

with the device connected, use the arrow on the device Icon: Configure device. Make (allowed )adjustments to taste
