My guess--and it is only a guess--is that Amazon doesn't want to upset the owners of older Kindles by taking away a functionality that they are used to having. The pool of users using older Kindles with 3g is going to grow smaller and smaller over time as they replace their devices with newer models. I would think that the number of people still using older Kindles with 3g access--and using them to access the internet over 3g is a very small number indeed.
